The World Health Organization (WHO) appointed a Pandemic Task Force in the early 1990's to prepare a global pandemic plan that was distributed to each country. Today, WHO monitors each new subtype of influenzavirus and assesses the pandemic risk of each. National authorities then decide to increase vaccine production and implement vaccination campaigns according to risk. In the U.S, the Centers for Disease Control and Prevention (CDC) recently drafted national guidelines for state and local agencies, to help them prepare for the next, unpredictable pandemic.31
